Step 5: Return-to-Duty Test

After the SAP Program, the TPA helps coordinate the required RTD drug and/or alcohol test. DOT Compliance HUB helps connect drivers, owner-operators, employers and DERs with TPA support to coordinate the testing process.

WHAT IS STEP 5

Step 5 is the Return-to-Duty (RTD) Test.

Before an employee can return to safety-sensitive duties, DOT rules require a negative drug test result and/or an alcohol test result below 0.02, depending on the violation.

For DOT drug testing, return-to-duty and follow-up drug tests must be collected under direct observation.

SAP follow-up evaluation is complete.

SAP determined the employee is eligible for RTD testing.

Employer, DER, or authorized C/TPA is ready to coordinate testing.

The test is ordered as a DOT Return-to-duty test.

The employee knows the collection site instructions.

The employer understands that Step 6 follow-up testing comes next.

WHAT HAPPENS AFTER STEP 5?

After the RTD test is completed and the result is negative, the driving prohibition will be lifted. If employed, the employer remains responsible for completing the last step, which is step 6, the Follow-Up Testing Plan. If you are an Owner-Operator, you will need a TPA to complete step 6.

The Follow-Up Testing Plan is based on SAP’s decision on how many tests you may receive. If you are an Owner-Operator, you cannot complete step 6 on your own. You will need a TPA to coordinate your testing plan. Employers seeking assistance with testing can also use a TPA.

For FMCSA CDL/CLP drivers and Owner-operators, SAPs report the initial assessment date and RTD eligibility date in the Clearinghouse; employers or designated C/TPAs report the negative RTD results. Please note that if your RTD reports positive, you will have to redo the SAP Program.
